Q4 2025 · DG TAXUD
Tobacco Taxation Directive — revision
Commission proposal adopted July 2025, broadening scope to e-cigarettes,
heated tobacco, and nicotine pouches. Petram reads the full Have
Your Say feedback, mapping stakeholder positions across minimum rates
and novel products — tracking how industry segments, public-health
groups, and Member State authorities diverge as Council negotiations
progress.
How we analyse it
Submissions are classified across three axes — industry segment,
regulatory topic, and argument type — so the shape of each coalition is
visible, and the trajectory of the Council debate becomes legible.

Digital Fairness Act — call for evidence
Have Your Say consultation closed 24 October 2025 after an extension
driven by citizen-campaign volume. Petram separates coordinated
campaign submissions from independent stakeholder feedback — using
linguistic fingerprinting and temporal clustering to isolate known
initiatives such as the Stop Destroying Videogames campaign.
How we analyse it
Raw submission volume can mislead. Once campaigns are isolated, the
independent industry, consumer-group, and public-authority voices are
visible on their own terms — measurable in isolation, with their actual
political weight intact.
